Data sheet for D8 shows two input ranges. 1) 0-3.5 vdc and 2) 7-26.4 vdc. I am hoping to trigger the digital input with 4 vdc.
How do I change the input range for the D8 to 0-3.5 vdc?

That is actually the definition of the range itself: If the input voltage is between 0 and 3.5 Vdc, then the input is guaranteed to be Off (low). If the input voltage is between 7 and 26.4 Vdc, then the input is guaranteed to be On (high).
If there is 4 Vdc on the input, the input is not guaranteed to be either on or off.
