Is there any way to use analog outputs, that are undefined as closed loop control outputs on an RMC200, without adding a control loop to the feature key? A customer would like to use an output for an open loop command to a proportional relief valve on a pump.

Yes, you can create an output-only axis. This is a Control Axis with no loops, and does not use up any feature key loops. An output-only axis does use up one of the axes in the 32-axis limit, but does not use any feature key loops. You can use an output-only axis with open loop commands.
